Your telegram No.58. I observe that as is practice

in this country Ranking huchao is not essential condition

for permit to export industrial explosives from IIong Kong

and I am advised by Foreign Office that shipment may be

permitted without such huchao in the circumstances if you

still see no other reason to doubt Jardine's claim that

explosives are destined for non-military purposes (see

your telegram No.8 to Peking). For this purpose it is

considered reasonable that terms of South West huchao

can be ignored as far as permit to export from Hong Kong

is concerned. Please repeat to Peking.
